    Shoe covers in general have a tendency to run small across our industry.  If you are borderline, my suggestion would be to go up to the larger size.  Please don't forget, most people are trying to slip over with the shoe on, so you want plenty of room to allow convenience of doing that.  The elastic band will tighten up slightly after putting it over the shoe.
